Can I get my new house tested for energy efficiency specificaly heating?

    Many times your local energy company (Gas / Electric) will perform this service. (there may be a fee)
    I was an intern with the Indiana Department of Energy (1983) and was assisting with the Energy Auditors training program. Contact your State’s department of energy, or your local power company.

    Some reputable home inspection companies may also offer this service.

    Yes. The Department of Energy will be rolling out a federal energy program, but for now start with the link for Building Performance Institute. You can try the second link for related information and try the DOE site. The EEBA site has specific state program sites if you are fortunate to live in one of those states.
